Looks like the Brazilian FA’s eruptive behavior during the Argentinian match has come back to bite their own players.
I personally think these travel restrictions and quarantine days are not practically feasible options given the tight schedule in place by FIFA and Leagues themselves.

Under FIFA regulations, players not released to play for their country can be banned for five days after the international period ends.
The Brazil FA invoked the bans after the Premier League clubs prevented their players from traveling

Well, everything seems to make sense now.
- Key Brazilian players prevented by PL from travelling to play for their country.
- Then Argentina-Brazil match fiasco (my reading, this was a well triggered incident by Brazilian FA with key Brazilian players missing)
- Now Brazil FA invoke the FIFA ban!
