Labuschange has scored more runs but Smith has higher average and strike rate with 4 les innings. Indian batsmen are also at disadvantage due to few tests played. Mayank and Virat both have higher average and strike rate.
In Bowling also Shami, Ishant and Wagner are at disadvantage to Pat Cummins inspite of far better average and SR.
ICC needs to consider these factors.
Umesh has also mind blowing record of 23 wickets in 8 Inns. He has astounding Avg of 13.65 and Amazing SR of 23.1! 
All Indian quicks had phenomenal year. Bumrah has 13.14 & 30.9. Shami 16.66 and 35.3, Ishant 15.56 and 32.5.
Only Wagner, Rashid and D Ollivier come close. Rest are far far behind.
Indian Quick quartet should be jointly awarded the award IMHO. They have decimated everything that came in their way. 
My pick for Best Test Batsmen of 2019 is Steve Smith. He is most consistent, Reliable and flexible player from all countries in Test.
Virat Kohli will be at the top with more innings played.
